For our Client, a leading construction company specialized in the construction of clusters of plants, pumping/compression & valves stations, metering systems, ancillary plants, equipment, flowlines & pipelines, storage systems etc., we are currently seeking a Procurement Manager.

Job description
  • Position reports to:   Branch Manager
  • Subordinates:           approx. 20 Buyers Kazak Citizens

Roles & Responsibilities:

  • Lead a Team of approx. 20 local Buyers
  • Manage annual spend in range of 50-80 million US$ per annum
  • Develop the project Procurement Plans and Materials Management Plans and manage changes to these plans as needed
  • Coordinate closely with the various Units such as Operations, Constructions, Warehouse and, when necessary, with the Head Quarter to ensure consistency and compliance with Corporate’s Business policies
  • Accountable for the overall development and delivery (end-to-end implementation) of procurement strategies to maximize the value of spend on a total life cycle basis
  • Negotiating with key suppliers and concluding contracts
  • Develop new commercial ideas and opportunities to enable the business to meet current and prospective business challenges
  • Develop, if necessary, a list of critical deliveries of material and/or equipment
  • Advise the project team on the use of Company’s Master Agreements and preferred Suppliers
  • Coordinate the development of Request for Quotation (RFQ) packages for cost estimates for material and equipment. Develop commercial sections, and review technical sections.
  • Utilize Company eProcurement system (JD Edwards EnterpriseOne Supply Management (Procurement))
  • Work with expeditor to track responses and obtain quotations per established deadlines
  • Coordinate Supplier negotiations and act as key commercial expert during negotiations with Supplier
  • Work with the various Units to evaluate quotations from Suppliers
  • Recommend selection and gain approval of selections as required in the Procurement Plan
  • Execute Purchase Contracts
  • Conform purchase contract in line with agreed commercial / technical bid exceptions from quotations
  • Obtain all required approvals to execute Purchase Contracts, in accordance with Company’s standards and procedures
  • Work with the various Units to develop a master list of items to be ordered, and then use this list, in conjunction with the schedule, to ensure all items are ordered on time to support construction activities.
  • Administer the execution of procurement contracts
  • Respond to queries and RFIs from Suppliers
  • Resolve Supplier disputes
  • Research and interpret purchase contracts with guidance from local Legal Counsel as needed
  • Resolve invoice queries relating to equipment / material orders
  • Work with Project Expeditor and / or Project Material Coordinator to resolve any equipment / material delivery issues
  • Work with the project's Document Control group to ensure Supplier's compliance with Document Management requirements.
  • Maintain auditable purchasing records/ documentation.
  • Ensure goods’ receipts are done when materials are received, or when progress payments are due.
  • Work with Project Construction Group to resolve any material / equipment queries, attend Construction meetings as required.

Essential Skills / Qualifications:
  • Diploma or degree in a technical discipline, preferred in mechanical
  • Five years previous project procurement experience on mid/large construction projects
  • Knowledge of various industrial equipment and materials (piping, cables, welding machines & electrodes, cables and electrical equipment etc.)
  • Knowledge of various consumables for a large camp and canteen facilities
  • Working knowledge in Microsoft Windows environment using Microsoft applications such as MS Office 

Desirable Skills / Qualifications:

  • Knowledge of JD Edwards EnterpriseOne Supply Management (Procurement) is a plus
